Applications are being accepted for current openings. An eligibility list will be established for any future openings.
Positions may be available at the Allen County Jail or Work Release and will be placed at either facility dependent upon need.
This position is full time, non-exempt, classified and covered under the Allen County Employee Handbook.
Hours:  Days and shift times vary; 40 hours/week
Under the direction of the Corporal, the Confinement Officer is responsible for maintaining the safety and security for employees, inmates and visitors of the Allen County Jail by upholding the laws, rules and regulations that pertain to the Office of the Sheriff, as well as those that relate to the detention of individuals housed within the Allen County Jail. 
ESSENTIAL FUNCTIONS:
  • Responsible for the security and safety checks of employees, inmates and visitors of the Allen County Jail.
  • Searches individuals to be detained for weapons and other contraband.
  • Oversees detainees complete their allowable activities, including counsel visitation, making commissary purchases, mail distribution and telephone calls.
  • Regularly inspects jail facility, ensuring security and monitoring the general health and welfare condition of detainees, and ensuring cleanliness and security of cell areas.
  • Transports and escorts the inmates to and from the jail, courts, visits and medical facilities.
  • Responsible for inspecting, accounting and distributing meals for inmates.
  • Performs all necessary booking procedures, including photographing detainees, and completing required forms and intake reports.
  • Receives and logs all money and personal property as required by standing orders.
  • Ensures inmates receive their daily medicine and receive medical treatment if needed.
  • Conducts routine “shakedowns” of all cells and dormitories for contraband, and prepares written report of findings.
  • Performs accurate data entry.
  • Occasionally testifies in court.
  • Interacts with other law enforcement agencies and the general public regarding inmates.
  • Very frequent interactions with the inmates.
  • Attends seminars and in-service training as required.
  • Performs all other duties as assigned, including overtime as required.

REQUIREMENTS:
  • High School Diploma or GED
  • Valid Driver’s License to transport inmates if necessary
  • Must be 21 years of age or older
  • Current CPR certification and basic First Aid
  • Ability to successfully complete Defensive Tactics training
  • Ability to successful complete the ILEA Jailers Academy within one year of hire date
  • Ability to successfully complete the Allen County Jail First Time Officer training program
  • Computer skills with the ability to use Microsoft Office and other job related software
  • Ability to write reports 
  • Ability to work in a team environment as well as individual when needed
  • Ability to adjust to stressful and unpredictable situations
  • Time management skills with the ability to multi-task
  • Strong written and verbal communication skills
  • Ability to use handcuffs, radio, phones, computer, copier, operate department vehicle and other job related equipment
  • Ability to physically restrain unruly and violent inmates
WORKING CONDITIONS:
The Confinement Officer works in a County detention facility with potential physical and verbally violent adults. Very frequent standing with the ability to walk around freely, frequently lifting over forty pounds, typing with attention to detail, frequently bending, pushing and/or pulling loads, reaching over head and kneeling with some exposure to body fluids, chemicals, noxious odors/fumes and noise. Frequent equipment monitoring with detailed inspection and frequent proofreading. Occassional physical exertion to subdue and restrain violent inmates exists.

THANK YOU TO SHERIFFS ASSOCIATION LETTER

David Christopher Roach Thank you for the nice letter you sent congratulating me on my primary election as Democrat for Sheriff of Allen County. I received 22,144 votes ona Pro-Legalization of Marijuana/Smart enforcement Platform; and Pro- gun safety reforms/Strict Gun Control. 30% of the vote in a futille RED /GOP/TEA County. Unfortunately- i wont be attending your training sessions, as my Opponent received 70 % of the vote on a pro- lock up the stoner/hippies; and guns for everyone; strict law and order platform.. - - so at least 30% of the voting public agree with me.. . I was pleased to receive your congratulatory letter; as it came at a time when the campaign was getting tedious, and pointless.- so- it was a ray of light. 
And- may i say THANK YOU TO ALL THE SHERIFFS DEPTS; AND DEPUTIES- who are out there keeping us safe from the serious violent felons, and dangerously criminal insane. 
Im a Navy Veteran, served in a war zone, but im not a warrior type. However- im sure theres may intellectual; college grads who are good with a computer; a pen and paper; and computer; with no desire to carry a gun; drive a cop are ; and remainas much a civilian as possible- and leave the dangerous work to the Warriors- and Military combat zone Veterans- for whom Indiana policing is a cake walk by comparison to Iraq, Afghanistan, Somalia; and so on. 
But since my local DEmocrat party failed to find ANYBODY to run, - its not like they didnt have 8 yrs ( i was their nomine 2 times by default..)- well- theygot me and muy liberal, stoner, hippie pacifist SMART ENFORCEMENT - OBAMA'HOLDER; DOJ PRO- GUN CONTROL candidate.. 
now- the fun begins- who if anybody will they find in 2018? 
again- thank you for the kind letter; and thank you for the good jobs you do- protecting and serving the weak; the elderly; the children, and so on..

Sheriff’s department gets patrol rifles



ALLEN COUNTY, Ind. (WANE) – More Allen County Sheriff’s Departmentofficers will soon have rifles. The sheriff said it’s an effort to make sure his officers aren’t outgunned by the suspects.
“As the climate in our nation changes, it became evident we needed to step up the tools we have in our tool box,” Allen County Sheriff Ken Fries said. “Suspects have these [rifles]. You see in the news nationwide where police are outgunned by suspects. I don’t want that to ever happen here.”
The department spent around $40,000 on 40 SQS15 rifles, an AR-style semi-automatic rifle made by BCI Defense in Bremen, Indiana.

“Keeping money in the state of Indiana was important to me,” Fries said. “That money stays here, jobs stay here and that helps the economy.”
BCI Defense machines almost all the parts for the rifles itself.
“We know law enforcement officers use these to save lives. That makes us make sure the quality is the highest standards and the dependability of the parts we use, the assembly we do and the testing we do is thorough. It makes us humble to be able to provide officers with the right tools,” James Brown, CEO of BCI Defense, said.
The SWAT team already has 17 tactical rifles. The 40 new rifles will be distributed between officers in several divisions including detective, warrants and patrol. To qualify to carry one of the SQS15s, officers have to have a department-issued squad car and complete at 40-hour patrol rifle class that include classroom time and a shooting test.
“Any bullets outside the target and you don’t get a rifle. We’re accountable for every round,” Fries said.
The first ten officers will test to qualify to have a rifle on Friday. Fries hopes to have all 40 distributed by February. He also hopes the department will get more in the future.
“When something happens and you have someone shooting, if police can’t stop it, there are going to be many more victims,” Fries said. “That’s what we hope to limit. Hopefully no officer will have to use one of these guns. That’s our hope. But, if they do, I want to make sure they’re prepared to do what they have to do to save lives.”
Fries said not only are more and more criminals becoming more heavily armed, some are actually targeting police.
“This happened in Indiana. An after-hours alarm went off and the business owner said to call it off because it was probably a bad alarm and the police didn’t go. But, on the video, you could see the suspect barricade himself inside the business and he was waiting for police to show up with a rifle,” Fries said. “He was waiting for police to get there and he was going to target the officers as they got there. Luckily, he didn’t get the chance to shoot somebody, but he’s still out there. He’s still a concern and for every one of those, there’s a hundred more out there. Society’s not getting better.”
Officers already have a handgun and shotgun issued to them, but Fries and the rifles will be more appropriate for some situations. They are more accurate from longer distances.
“It could also be an assignment they’re going to and they already know they’ll be facing someone with a rifle or who is heavily armed,” Cpl. Bob Heffner, the department’s head firearms instructor, said. “A handgun’s not a fair fight if someone has a rifle.”
Many Indiana State Police troopers and Fort Wayne police officers already have rifles in their squad cars. Both departments allow officers to buy on their own rifles that meet certain requirements. Then the department will provide the training and testing necessary for the officer to qualify to carry the rifle in his or her patrol car.

CONGRATULATIONS MR SHERIFF-ELECT GLADIEUX






David Roach Congrats on your win, Mr "Sheriff-elect". You were a Formidable Adversary. you might want to read up on my ideas for saving taxpayers money on keeping the jail free of harmless stoners, weed trafickers between consenting adults, weekend social drinkers, and other minor convicts- keep the thieves, burglars, robbers locked up , though.. no one likes having their stuff ripped off.. as for funding the "sheriffs gun club; and race track- instead of trying to pay for it with Circus clowns, carnival games, and sideshow freaks- why not arrange with the Feds- to load all the 7000 lbs of high grade marijuana that was confiscated from the last major drug busts- load it all into a big truck- and transport it to Colorado- to sel on the open market- with 1 joint going for about 10 bucks, i Imagine once you sold it all off to legal jurisdictions- and shared a share of the profits with the local and county Colorado sheriffs- you could return with a couple suitcases of cash; and pay cash for the Adams center road safety academy; and fun the Department- for a couple years without having to BEG like a panhandler- for a measly handout from the tightwad chiseling county council- like buy the k-9s some food, buy the inmates more than dog food; buy the deputies Kevlar, buy the inmates some cheap govt health care; buy some gas for the squad cars; maybe have 2 man jail guard patrols so no one dies from any inmate assaults, and so we can have 2 man squad car patrols- so no one dies in a shootout waiting for back up.. and maybe afford to have a few deputies at local gun shows to assure only the proper persons can go in; can buy and shop; and to check all purchases after wards so stolen guns can be quickly recovered and returned to their rightful owners.. speaking of guns- i Bet your department could make plenty of income if you opened up the "sheriffs gun club"- to the public- for training, and shootting range practice; like Sheriff Tim Troyer does in Steuben County - like my good friend tom Ostrognai is fond of saying- "a Safe Place to Shoot in Allen County" oh- and maybe get a county wide drug house ordinance passed as another tool to help stop METH, and other dangerous drugs trafficking? anyway- good luck, because youre going to need it- pushing the rock up the hill vs the county council.. in closing- heres some Movie sheriff /police Humor. hope you get a smile from this.. hi Gina- Im sorry i couldnt make it to the TV studio for a morning interview. 1- im NOT a morning person; and 2- Ive had some behind the scenes "drama" that has made making a "proper go of it" on my Campaign. Its been mainly Internet/social media based..
I wanted to thank you for the nice "plug" and TV news write up for the Sheriffs race. I mainly ran because the Democrats failed to fill the ballot vacancy; they had 4 years; + to do so. And Sheriff is too important a job to just have the party forfeit.
I have a campaign blog: http://roach4sheriff.blogspot.com that pretty well sums up my "smart enforcement policing strategy"- based on the Eric Holder/ President Obama DOJ Policy of focusing on leaving the Harmless "Stoners, and other "small fish alone; while using the very limited tax budget resources for higher priorities- serious violent felons, and crooked politicians police, and businessmen- the BIG FISH.
A NY Federal district court has recently declared the "Broken Window theory " unconstitutional and i hope to rely on the Citizens, and their Smart Phones, to call the sheriff and police to report anything they see that doesnt seem right. see something say something..and to be proactive to "nip itin the bud"- when it comes to school issues- bullying; bus stop assaults, so kids can feel safe pursing their educations and going about their lives..
Like your article said: i am a Navy veteran- received a war zone medal; i have PTSD, but many 30 yr police do as well.
Policing should not be a family business, nor any kind of "royal monarchys".
I want to keep guns from the wrong people; and nulify present marijuana and alcohol laws and related offenses- to save scarce taxpayers money; again- so we dont clog the courts and jail system with the mentally ill; the mentally defecient; nor non-violent drug additcs, weekend druks, or pot heads, so we can lock up serious violent felons; "mean people" and drug traffickers who sell to minors..
again; thank you for your time and the kind news story; and best wishes to you all. I am a loyal viewer since waaay back- the 5 PM first news; and the late night rports and on the internet/social media as much as possible. I d also like to thank my supporters who have helped, my family for their patience with aggravating political campaigns, and the Democrat voters and centrists who voted in 2010; in which i received nearly 25,000 votes on this mostly identical campaign platform.. I may not win, but at least the local party didnt forfeit or give up.
lastly- as Union army General William t Sherman replied when asked if he would run for president- he said:" If nominated, I refuse to run, if elected, I refuse to serve."- If I win, per chance( and thats a BIG IF, given the local political reality)-I may just resign sometime before January; and hand the job off to the democrat Party Caucus to decide.. or maybe not.. I have some people who may help staff my Office. a potential Dhief Deputy( a military veteran; and current police official; I have a few names for Matron, civilian jobs ; Real Estate related work- foreclosures, sheriff sales, evictions, and so on; several police and DOC officials to be my Jail Kommandant Stalag 15..lol..)- and a diversegroup of "black sheep " to form into an efficient, effective sheriffs organization. Im willing to work with the city Police, and others as much as feasible; and promise openess, and trtansparency with the community and the media with respect to public records, crime informationand other issues that may arise..
